Rivers Sole Administrator Directs LG Heads to Submit Council Reports

The Sole Administrator of Rivers State, Vice Admiral Ibok-Ete Ibas (retd.), has instructed the Heads of Local Government Administration (HLGAs) across the 23 local government areas of the state to submit reports detailing the activities of their respective councils.

According to Ibas, the HLGAs—who were appointed by the suspended governor, Siminalayi Fubara—must submit their reports to the Permanent Secretary, Ministry of Local Government Affairs.

This directive was outlined in a letter dated March 24, 2025, signed by the Permanent Secretary, Itong Awani, and addressed to all HLGAs. The letter, titled “Re: Submission of Report on the Activities of Your Councils,” was made available to newsmen on Wednesday, March 26, 2025.

Submission Requirements

The report is expected to cover the following key details:

  • Functions of the Council
  • Number of Staff on the Nominal Roll (categorized by cadre)
  • Sources of Revenue Generation in the LGA
  • Council Activities – Ongoing and Completed Projects (Past 2 Years)
  • Council Achievements
  • Challenges
  • Recommendations
  • Conclusion

The letter further states that all reports must be submitted on or before Wednesday, March 26, 2025, to the Permanent Secretary’s office for onward transmission to the Sole Administrator at Government House, Port Harcourt.

This directive follows the Supreme Court ruling that nullified the 2024 local government elections conducted by the Rivers State Independent Electoral Commission (RSIEC). In compliance with the court’s decision, Governor Siminalayi Fubara had earlier instructed the elected Local Government Chairmen to hand over their responsibilities to the HLGAs.

Meanwhile, before Vice Admiral Ibok-Ete Ibas (retd.) was appointed as Sole Administrator, RSIEC had already scheduled fresh local government elections for August 9, 2025, after consulting with political parties and other key stakeholders in the state.

This move has sparked discussions regarding governance and administrative processes in Rivers State, as stakeholders continue to monitor developments.
